The
National Flood Insurance Program (NFIP) is administered
by the Federal
Emergency Management Agency (FEMA) within the Department
of Homeland Security (DHS). FEMA develops and provides flood
hazard data and maps to local communities such as Yuba
County in support of the NFIP. To update these flood maps,
known as Flood Insurance Rate Maps (FIRMs), FEMA has
undertaken a comprehensive nationwide effort called
Map Modernization (Map Mod).
Over the last 25 years there have been
numerous instances throughout the nation where the
assumption of levees being able to contain the 100 year
flood event were proven invalid. FEMA has responded to this
by creating a certification process for levees that needs to
be completed prior to FEMA recognizing that a levee will
contain a 100 year flood event. The Map Modernization
project will require the levees providing flood protection
to be certified in order for them to be reflected as
providing flood protection in the updated FIRMs.
