IHSS Public Authority (PA)
The Yuba County IHSS Public Authority (PA) was formed
by Yuba County Ordinance #1306 in December 2002, in accordance with
California Welfare and Institutions Code §§12301.6 and 12302.25. The
Public Authority is a public entity separate and distinct for Yuba County,
and the five-member Governing Body of the Public Authority is the Yuba
County Board of Supervisors. The Public Authority is the employer of
record for employee/employer relations for all IHSS providers.
The mission of the Public Authority is to enhance the
availability and quality of IHSS services, to provide consumers with access
to providers who meet consumer's service needs and to provide services that
support a positive and productive relationship between the consumer,
provider, and IHSS Social Worker.

Investigate qualifications and backgrounds of IHSS providers

Maintain a referral system for referral of providers to
consumers

Provide access to training and support for providers and
consumers

Negotiate wages and benefits for providers by acting as an
employer of
record for providers

Support the consumer's right to select, terminate, train, and direct
the work of any IHSS provider providing services to them.
Assembly Bill 1682 requires that the Board of
Supervisors appoint an IHSS Advisory Committee to serve in an advisory
capacity regarding IHSS and the Public Authority to the County Board of
Supervisor, the governing body of the Public Authority, and any
administrative body in the county that is related to the delivery and
