Yuba
Sutter Local Enforcement Agency (LEA)
Solid
Waste and Waste Tire Program
The Yuba County
Environmental Health Department serves Yuba and Sutter Counties as the
Local Enforcement Agency. Many types of Solid Waste facilities are
reviewed, permitted and regulated under this program for compliance with
State and Local regulations. Solid waste complaints are also
investigated as a part of this program.
The Yuba Sutter LEA permits and routinely inspects
the following solid waste facilities:

Ostrom Road Landfill -
Wheatland
Feather River Organics (YSDI
Composting) - Marysville
Ponderosa Transfer Station -
Brownsville
Yuba Sutter Disposal, Inc. Landfill -
Marysville (closed)

and No. 3 - Beale AFB (closed)
Ponderosa Landfill - Brownsville
(closed)

We also annually inspect
old closed disposal sites.
The following
solid waste operations are also permitted and
routinely inspected:

Akita Industries - Organic
Materials Agricultural by-products - fruit pits
SunGro Forest Products -
Organic Materials - Marysville
Richard's Tree Service -
Organic Materials - Yuba City
Pacific Wood Recycling
Most types of commercial composting -
Agricultural, green material, non-green material and biosolids (sewage
sludge),
as well as chipping and grinding
operations, contaminated soil transfer/processing
operations, sealed container operations,
non-hazardous ash transfer and processing
operations, agricultural disposal sites,
construction and demolition debris
operations and inert debris operations are
permitted and inspected.

Routinely inspections are done on
solid waste vehicles that transport
garbage, rubbish, agricultural by products and recyclables (if
commingled with solid waste).

We investigate and require the
clean up of illegal dumping of solid waste in the public right of ways
and on private property. This crime is difficult to deter.
Please cal the appropriate law enforcement agency if you see this crime
taking place and can get a license plate number, vehicle description and
driver description.
We do not
have the authority to enforce solid waste regulations at Mobile Home
Parks, this is the jurisdiction of the
State
Department of Housing and community Development.

Currently there are no permitted
Waste Tire Facilities located in Yuba or Sutter County but there are
over a hundred waste tire generators and end use facilities. A
business is considered a Waste Tire Generator if 10 or more waste tires
are generated at the location. These business locations are
inspected once per year and must demonstrate compliance with the state
waste tire regulations.
