CDSA strives to improve the overall quality of life for our residents and fiscal health of our businesses by coordinating the orderly growth and development of the County, providing proper implementation of related regulations, and providing operation, maintenance and expansion of Public Works infrastructure to ensure the public health and safety of county residents and businesses.

Our office is open from 7:30am - 12noon and from 1pm - 5:00pm, daily (Monday through Friday)

Cascade Fire

Of much importance to all, the Yuba County Board of Supervisors took action to authorize the Director of Community Development and Services Agency to defer, modify and even waive fees associated with rebuilding within the boundaries of the Cascade Fire. The pre-building permit application will assist property owners in pre-planning and making decisions as permit costs associated with rebuilding may have an impact on the overall construction costs. In order for CDSA to determine the cost to rebuild, the pre-building permit application should be submitted either with your plans, or prior to having the plans created. You are welcome to submit multiple times to better weigh your wants versus needs. We will compare your submittal against our records to give you the best information available for you to make the most informed decision. 

One of our duties in the Building Department is to ensure that plans submitted for rebuilding conform to the requirements set forth in the 2016 California Building Codes as well as other regulatory requirements.  Our goal is to assist you through that process as quickly and smoothly as possible.


Habitat for Humanity Yuba/Sutter is working with area partners to raise funds for home repairs and home builds for Cascade Fire Victims.   Camp Fire

On the morning of November 8, 2018, the Camp Fire erupted in Butte County near the community of Pulga. High winds, low humidity, and extremely dry vegetation fueled the fire in a south westerly direction at a high rate of speed into the town of Paradise. At least 85 individuals lost their lives and more than 18,000 structures were destroyed. 13,972 of the total number of structures destroyed were dwellings. The Fire caused 53,000 individuals to be evacuated, many of which are now displaced and without homes. The devastating impacts will not fully be known for years.

The Community Development Director and Code Enforcement Manager have created a policy to temporarily modify the enforcement of camping regulations in the unincorporated area of the County for the purpose of housing survivors of the Camp Fire. This modification is necessary due to the devastating impacts of the Camp Fire and large number of individuals and families that are displaced. This policy will expire on October 31, 2019.

Power Hour - Take advantage of CDSA's commitment to the public "Power Hour".

Many members of our staff are in the field; inspecting, enforcing and educating our community all day long.  To ensure that the needs of the public are met our staff is committed to provide the required department resources at the CDSA Front Desk from 8am - 9am, daily.


Outside of the 8am to 9am "Power Hour" members of the CDSA staff are available to assist with:

    • new project applications

    • building permits

    • road complaints

    • scheduling meeting times with staff members outside of the "Power Hour"

    • the pick up of completed permits from will-call

    • code enforcement complaints
